Nació en Bassein, Birmania. Estudió en las Universidades de Rangún y Londres. Ha sido profesor en las Universidades de Londres, Oxford y en la London School of Economics. Uno de los primeros teóricos del desarrollo, especialmente del impacto del comercio internacional.
